Technology why the new fluorescent lamp feels lower brightness?

Hi all.
I just bought a box of T12 40w new fluorescent lamp that feels lower brightness than the existing one, why?
I don't know how to measure the brightness, just feeling.

1st maybe it's just your feeling 2nd maybe they change them a little to be easier on eyes 3rd maybe just this one is kinda wrong
